Annual Draft Council Plan and draft 2013-14 Budget
At a special council meeting on Tuesday, 14 May 2013, the Surf Coast Shire Council resolved to give public notice that it has prepared its 2013-14 Budget and 2013-17 Council Plan.
The Budget
The annual Budget details how council intends to allocate its finances over the next 12 months.
For the financial year starting 1 July 2013 the Budget:
- discloses that, as at 30 June 2013 the total amount borrowed by Council was $17,270,000;
- proposes that no amount be borrowed by Council during the financial year;
- projects that the total amount to be redeemed during the financial year will be $627,000;
- projects that, as at 30 June 2014 the total amount of Council borrowings will be $16,643,000;
- projects that the cost of servicing Council borrowings during the financial year will be $1,195,000; and
- proposes that the following rates and charges be levied using the Capital Improved Value system:
6.1 Rate in the Dollar
General Rate 0.0023036
Farm Rate 0.0017277
Commercial / Industrial Rate 0.0043769
Vacant Residential Land Rate 0.0046073
6.2 a municipal charge of $177.00 be declared;
6.3 an annual service charge for the collection and disposal of refuse be declared and that the unit cost of
this charge be:
all urban residential tenements $323.00 per service
optional rural tenements participating in the service $269.00 per service
The Council Plan
The Council Plan is a strategic document that describes what a council intends to achieve during its four year elected term, how it intends to do so and what resources it will require.
All Victorian councils must prepare their Council Plan within six months after each general election or 30 June, whichever is later. Council has drafted its Council Plan for 2013 – 2017 and the draft plan is now also for available for public comment.

Any person proposing to make a written submission on a proposal contained in the Budget or the Council Plan may do so in accordance with Section 223 of the Local Government Act 1989.

Council must receive all submissions by 4pm on Wednesday, 12 June 2013.
Council will meet to consider any submissions at 6pm on 18 June 2013 and adopt the Budget and Council Plan at the Council Meeting at 6pm on 25 June 2013, to be held in the Council Chambers, 1 Merrijig Drive Torquay.
