Council has therefore commenced an urban growth plan project to ensure that the detailed planning and development of the area is properly coordinated and managed. Outcomes of “Enquiry by Design” Workshop
Recently, council staff and planning experts met with the community across a four-day period to discuss plans for the Spring Creek Corridor. The 600 hectare area, from Duffields Road west to the Anglesea Road and between Grossmans Road and the Great Ocean Road, will ensure an appropriate land supply for the long-term growth of Torquay and Jan Juc.
However, this growth must be carefully managed with provision for the necessary infrastructure, pathways, road networks, landscape features, housing diversity and sustainability, recreational, educational and community facilities, open space and commercial precincts. The new residential area must also be in harmony with existing townships, bordering farmland and the environment.
There were many positive and thought-provoking discussions with local community members and land owners during the workshop. These discussions will now be considered by the Urban Growth Framework team. This planning process will take time with a proposed Urban Growth Framework Plan not completed until early next year. But planning on this scale is significant and we welcome your involvement.

Discussion Paper on Draft Urban Growth Framework Plan
Further to the EbD process Hansen Partnership have prepared a discussion paper outlining vision and principles driving the framework plan, insight into response to key issues, information on implementation and a summary of outstanding issues.
This information has been provided to the relevant groups that make up the governance structure for the project for comment by 29 August 2008. Post this the matter will be reported to Council for support for broader exhibition.
