- The detailed engineering design for Precinct 1, based upon the Citizens' Jury recommendations, is now underway and it is anticipated that construction will be complete by December 2008. This follows Council's formal declaration of a Special Charge Scheme at its 27 May 2008 meeting.
- The works are funded in part through a Special Charge Scheme with owners contributions based upon the extent of benefit received.
- All affected owners have been notified.
- The construction will include traffic calming measures with reference to advice from consulting engineer, Robert Morgan (see below).
- During the construction phase for the drainage improvement works, an audit will be made of all existing vehicle crossover culverts. All property owners within Precinct 1 will be required to have standardised culverts. All non standard crossovers will require an upgrade at the property owner's expense.
Precinct 1 Background
- The area bounded by the Great Ocean Road, Boundary Road, Eagle Rock Parade and Albert Street was chosen for consideration by a Citizens' Jury.
- The twelve person jury, comprising owners within the Precinct, met on three days over two weekends in July 2007 to deliberate over the question of "In Precinct 1, what road, drainage and pathway work do we need/want, can afford which preserves/enhances the environment."
- The jury report recommends that improvements focus on drainage at four hotspots
- Hopkins and Berthon Streets intersection.
- Eagle Rock Parade, Aireys and Anderson Streets on the approach to Sandy Gully.
- The jury considers that the gravel roads throughout the precinct remain unsealed and that no additional pathways be constructed on roadsides - on the condition that there are traffic calming measures implemented.
- Council considered and endorsed the Jury recommendations at its meeting on 4 September 2007.

- Traffic Engineer Robert Morgan was engaged by Council to investigate pedestrian and traffic management within Precinct 1.
Project History
- On behalf of Council GHD Pty Ltd completed a major study of roads and drains in Aireys Inlet to see how they can be improved to meet local community expectations. The investigation is a result of ongoing concerns from some residents about stormwater flooding and the condition of some local roads, like corrugations, dust nuisance and pedestrian safety.
- Council has limited capacity to fund capital works and improvements, and any upgrading of road and drainage infrastructure in Aireys Inlet would be funded through a combination of Council funds, ratepayer contributions and external grants.
- The study involved gathering information about the present road and drainage infrastructure. The consultants have also reviewed recent investigations, including the Neighborhood Character Study, to ensure the outcomes of this study are complimentary with relevant Council Policy.
- Extensive community consultation has been undertaken to ensure that the engineering standards of any recommended future works reflect the community desire to protect the character, environment and landscape values of the township. The consultation commenced with discussions with service authorities & community organisations. Over 100 owners took the opportunity to respond to Council's April 2006 letter offering comments about current road and drainage issues.
- A Community Reference Panel was established to provide guidance to Council in relation to the scope and priority of the works and how costs can be financed. The panel met six times and provided Council with valuable feedback.

- Council considered the Reference Panel findings and the GHD report at its 6 March 2007 meeting. (Please go to page 49 for Council's resolution). The resolution included endorsements of a Citizens' Jury to undertake more detailed investigations within Precinct 1 of Aireys Inlet.
