AN ENVIRONMENT WORTH PROTECTING

The vegetation and wildlife of the coast and the adjoining rural areas are great attractions for tourists, and are generally valued by those people who have chosen to live within the Surf Coast Shire.

The remnant vegetation that exists today consists of communities of Australian plants that have remained more or less intact since European settlement. Within the Surf Coast Shire remnant vegetation can be found along the coast, on roadsides, by creek beds, in reserves such as the Ironbark Basin and the proposed Otway National Park, on uncleared private land, along the edges of railway tracks, and in neglected places such as rocky land and steep banks.

These indigenous vegetation communities have become largely isolated but still provide many benefits. These include:

The coast and adjacent area that extends from Point Impossible to Lorne includes indigenous habitats as varied as the salt marsh at Breamlea, the coastal sand dunes, the dwarf vegetation of the cliff tops between Jan Juc and Aireys Inlet, the heathlands at Anglesea, and the tall forests of the Eastern Otways.

The inland area that extends from Connewarre to Winchelsea and north to the Barrabool Hills retains remnants of native grasslands and grassy woodlands. Many of these are of regional, state and national significance, and some represent almost the last example of this type of vegetation left in the Shire.

Pressures caused by urban development, agricultural activities and access for recreation continue to threaten these last remnants. Many areas have been invaded by environmental weeds, which adversely affect regeneration and survival of the indigenous flora and fauna. Community environmental groups work to reduce the impact of these threats, and to raise community awareness about the importance of these places.

Several sites have been listed on the Australian Heritage Commission Register of the National Estate, including the proposed Otway National Park and 7721 ha of the Alcoa Lease heathland to the north of Anglesea. Botanical assessment here has highlighted the unusual richness of flora and fauna species, uncommon ecosystems and the importance of the area as a research site. The coastal heathlands and woodlands extending from O’Donohue Road in Anglesea along the Great Ocean Road towards Urquhart Bluff are now part of the proposed Otway National Park and will be protected under the National Parks Act. The whole of the coastal reserve between Urquhart Bluff and Painkalac Creek and Aireys Inlet and privately owned land along the Great Ocean Road are also listed on the Register of the National Estate. Conservation Covenants have been entered into between the Trust for Nature and the property owners. These covenants should ensure that this land remains free from development and will be preserved to provide habitat for native flora and fauna.

The Surf Coast Shire is committed to the protection and enhancement of the environmental assets within the Shire. Each member and supporter of the environmental groups listed in this Directory is contributing to this objective. Such contribution, regardless of size, will assist to protect and enhance this environment for present and future generations to appreciate and enjoy.

CREATING A BUSHLAND GARDEN

To establish and maintain a bushland garden is a challenging but rewarding project. To own a garden with plants native to one’s own area, no matter how small the garden is, helps to maintain the bio-diversity of plant species, as well as to provide habitat for birds and other animals.

A canopy of taller shrubs and smaller flowering trees will certainly attract the honeyeaters and other nectar feeding birds, while the lower growing vegetation of grasses, ferns, herbs, orchids, shrubs, mosses and lichens will provide habitat for many wildlife species such as lizards, small bush birds, butterflies and ants.

A large number of small bush bird species such as the Superb fairy-wren need the protection of the prickly foliage of our indigenous plants once their fledglings leave the nest, and therefore the parent birds will build their nests in low growing dense vegetation. The rare Rufous Bristlebird, a ground dwelling bird that frequents the coastal area, relies on low growing vegetation for shelter and protection. The old dead tree may be an important habitat for possums or birds. The bushland garden will have a mix of vegetation of varying heights and textures.

Some home gardens in the Surf Coast Shire are fortunate to adjoin the proposed Otway National Park or one of our flora reserves. In this situation the bushland garden will provide an extension to the natural bushland, encouraging birds and wildlife to venture closer, as well as minimising the spread of garden plants into bushland areas. These garden escapes often become environmental weeds.

Protect any remnant indigenous vegetation you may have on your block - you may be surprised just what has survived over the years. This remnant vegetation is a very good starting point for extending your bushland garden.

Cleaning up blocks for fire control does not mean the total loss of valuable low growing vegetation - we have to be realistic near house boundaries, but we can still maintain this valuable part of the ecosystem.

Advice on establishing a bushland garden can be obtained from any of the indigenous nurseries in the area.

WHERE TO OBTAIN INDIGENOUS PLANTS

To retain the character of the natural environment, it is strongly recommended that indigenous gardens be established, especially in those areas close to native bushland. Planting of many exotic species leads to weed infestations.

Under the Flora and Fauna Guarantee Act 1988 it is illegal to remove indigenous plants or seeds from reserves, roadsides or bushland areas without a permit. There are several nurseries that specialise in the supply of indigenous species within the Surf Coast Shire.

AIDA seeks to ensure environmentally sensitive use of the Aireys Inlet area as a coastal and rural resort or haven that retains its unique charm.

The Association includes ratepayers, residents and their families, and other people sharing a particular interest in the Aireys Inlet district. It represents their interests by encouraging and supporting the controlled and planned use of the region between Urquhart Bluff and Eastern View, together with the adjacent hinterland, in a manner which is sympathetic to the environment and which conserves as far as practicable the special character of the area.

BIRREGURRA CREEK LAND PROTECTION GROUP

Aims:
The Birregurra Creek Land Protection Group is concerned about the draining of salt water from Lough Calvert into the Birregurra Creek and ultimately into the Barwon River. This issue in itself creates large erosion problems due to the flow rate of that water. The Group has been active in fencing off and revegetating area along the Birregurra Creek as well as working with the relevant authorities on the best ways to address these problems.

FRIENDS OF AIREYS INLET WETLANDS

Aims:
The Friends of Aireys Inlet Wetlands are committed to protecting the three areas of wetlands that exist in the area and are of considerable environmental significance: Painkalac Creek, Mellors Swamp and Noble Sanctuary.

Conservation covenants between the Surf Coast Shire and Trust for Nature have been placed on the Painkalac Creek and Mellors Swamp.

The main focus of the Friend’s group is to conserve the wetland environment by involvement in the following:

Aims:
This is a small but very dedicated group, which meets weekly, late afternoons. The group is working to eradicate environment weeds in the Moggs Creek area, replanting indigenous species where appropriate. It is hoped to restore Moggs Creek as near as possible to its original condition. The group has worked with the Surf Coast Shire to obtain a footbridge across the Creek.

On a number of occasions the group has been involved with the organisation of a large task force (up to50 people) to clear the area of Coast Tea Tree which has invaded the settlement since the 1983 fires.

The Friends of Moggs Creek works in association with the Surf Coast Shire, and is supported by ANGAIR Inc and the Friends of Angahook-Lorne State Park.

OREN is a non-profit, volunteer-based community environment network. The major campaign is stopping the logging of native forest in the Otways. Within this campaign focus is placed on issues of clear felling and its effect on water catchments. This includes the majority of the water supply for most people living in Geelong and district. OREN provides public education in conjunction with Last Chance Tours.

Meetings are held three or four times a year as required for planting/weeding.

Aims:
The aim of the group is to maintain the Gully at Aireys Inlet as a wildlife corridor, and with this in mind planting is being carried out to prevent the road crossing area eroding and washing gravel into the creek. Environmental weeds are being removed and indigenous species planted.

Aims:
The main focus of the group is the world-renowned Bells Beach Surfing Reserve. SANE’s aim is to protect the diverse flora and fauna by dealing with problems such as erosion, environmental weeds, rubbish, increased pressure from people, and feral animals. Regular meetings and working bees ensure that members participate and gain satisfaction from their involvement.

Aims:
A fairly small group dedicated towards shaping, restoring and maintaining the environmental integrity of the coastal dunes and associated areas between Spring Creek in Torquay and Thompson Creek, Point Impossible.

Achievements have included the removal of large woody weeds, with follow up weeding of seedlings, fencing and access tracks posts have been installed to encourage the public to keep away from fragile areas. Broad-scale dune stabilisation has been carried out in an area used for sand boarding.

The Anglesea Heath (Alcoa Lease) is approximately 8500ha of crown land near the Anglesea Township. This land has many values for the community. Active management is required to ensure that this area, the values of which have been acknowledged by the Australian Heritage Commission, is protected and maintained in a balanced way.

The Australian Heritage Listing of the Anglesea Heath acknowledges the important conservation values of the area. These include significant areas of outstanding botanical diversity and wildlife populations which are characteristic of this bio-geographically important region.

In an attempt to conserve this valuable land, the Department of Sustainability and Environment and Alcoa of Australia Limited, who has the lease over the land, have entered into an agreement for joint management under the Conservation, Forests and Lands Act (1987). Parks Victoria is contracted by DSE to provide management services, and will be working with Alcoa of Australia Limited in effective management of the area in a similar way to the management of the National Parks.

The Anglesea Heath (Alcoa Lease) Consultative Committee will act in an advisory role to this joint partnership. The Consultative Committee consists of representatives from the Surf Coast Shire, the Geelong Environment Council, Deakin University and ANGAIR Inc. This group will actively participate in the management planning process, the implementation of the Management Plan, community education, and in monitoring the use and management of the area within the planning guidelines.

Community Fireguard is a community education program designed to reduce the loss of lives and homes in bushfires. The basis for the program is the fact that many people may have to face a fire without the support of the CFA, which cannot provide every person and home with individual protection during a major bushfire. Community Fireguard encourages community participation in improving bushfire safety. It is made up of small groups which may simply be a few neighbours living in an area.

Barwon Water coordinates a community WaterWatch program involving a number of school community groups and Landcare groups within the Surf Coast Shire. Monitoring of local waterways for physical and chemical parameters of both water quality and stream condition assists with an understanding of the health of our local waterways. Data collected and recorded also assists with monitoring the decline or improvement of our local rivers and streams.

The Corangamite Catchment Management Authority (CCMA) was established in July 1997 to achieve the effective integration and delivery of land, water and vegetation programs throughout the region. The Corangamite catchment region is large and diverse, incorporating the cities of Ballarat, Colac and Geelong; the Bellarine Peninsula; and the coastal towns of Anglesea, Apollo Bay, Lorne, Port Campbell and Torquay. The region contains four primary drainage basins feeding the main rivers.

The degradation issues that have the greatest impact on the economic, social and environmental values of the region are: pest plants (ragwort, serrated tussock and furze/gorse) and pest animals (rabbits and foxes); biodiversity decline; ground-water quality; changed land use; water erosion; eutrophication (high levels of nutrients encouraging algal growth); salinity and soil erosion.

LAND FOR WILDLIFE

The Land for Wildlife scheme is a voluntary nature conservation program, which acknowledges the efforts of landholders that are protecting wildlife habitat on private (or community owned) land. The program aims to support the maintenance and enhancement of native flora and fauna in a way that attempts to integrate nature conservation with other land management objectives. Properties are visited by the Land for Wildlife Extension Officer who assesses the natural attributes of the property, focusing on the presence of retained or re-established native vegetation and other wildlife habitat. Before admission to the scheme, the landholder will need to establish that it is intended to manage the property within the aims of the scheme.

The Marine Discovery Centre assists people of all ages in discovering the wonders of our unique temperate marine environments. Its mission is to increase people’s awareness and understanding of the marine environment with a view towards its conservation. The Centre conducts a range of activities including rock-pool rambles, mudflat tours, Port Phillip Bay cruises, snorkelling, canoeing, sand dune revegetation and much more. The Centre also runs a volunteer program and encourages people who live in the Geelong region to become volunteers.

Parks Victoria is a statutory authority with a Chief Executive Officer. Parks Victoria is contracted by the Department of Sustainability and Environment to provide management services under the national Parks Act. Within the Surf Coast Shire, Parks Victoria is responsible for management of the Angahook-Lorne National Park and the various flora reserves, nature reserves and wetlands. Parks Victoria also worked in conjunction with the Department of Sustainability and Environment, Alcoa Australia Limited and the Anglesea Heath Consultative Committee to develop and implement a management plan for the Alcoa Lease area.

Aims: Torquay Landcare is active in all macro-environmental issues related to sustainable land stewardship, productivity and resource use. We promote the ethic of `Duty of Care` for all landowners. Our major land reclamation activities in the broader, conventional, rural areas are, nowadays, largely supported and organised by our `umbrella` - SCIPN (Surf Coast and Inland Plains Network). Administrative umbrellas are necessary now to represent many Landcare and like-minded environmental groups to deal with funding and other negotiations with various bureaucracies. We still deal directly with many issues relating to our above charter and conduct as many field and promotional activities as we can handle. These activities are designed to be a pleasant way to spend some time as well as being educational. As climate change increasingly bites we will have to really heed the message of quality stewardship of our resources.
