
Fairhaven Roads & Drainage Improvements Review
October 2009
Construction works by Excel Gray Bruni are well underway. The majority of the underground stormwater draingage works, construction of the road pavements and associated concrete works have been completed.
The current program anticipates completion of the works by end of November. However, weather conditions and other matters can affect the planned program of these works.
The vegetation planting of exposed surfaces will be undertaken in Autumn 2010.

July 2009
Since commencing works in May the contractor has focused on the installation of underground stormwater pipes and associated works. This aspect is substantially complete and the focus will turn to preparation and construction of roadworks. The contractor also anticipates construction of the Yarringa Road pathway by the end of July.
The construction program anticipates completion of all works by October.
The extensive network of coloured wooden stakes relate to both the set out of the works and also identify existing services e.g. a blue stake represents an existing water service.
April 2009
At its meeting of 25 March 2009, Council resolved that Excell Gray Bruni Pty Ltd be selected as the successful tenderer for the Fairhaven Roads and Drainage Works. In the coming weeks, residents can expect to receive further advice via post regarding the planned timing of the works, and likely impacts on property access.
February 2009
Council warmly thanks those residents who provided feedback on the preliminary detailed design plans for the project works. Much of the feedback received from community members was of great value to the design team.

The intent of making available the documents listed above is to inform residents of how their feedback was considered by the design team when developing the tender documentation for the project works. It should not be construed as an invitation for further feedback on the detailed design from community members.
Tender bids for the project works are due to be submitted during February, and residents can expect further information to be available on this website in March regarding timing for the commencement of works.
November 2008
In October 2008, three community information sessions were held and preliminary detailed design plans for the project works were placed on public exhibition for three weeks. Feedback from residents was invited.
The Period for providing feedback on the preliminary detailed design plans for the project concluded at 5pm on the 3 November 2008.
July 2008
The Fairhaven Roads and Drainage Community Reference Panel met on 12 July 2008 to:
- Give Council feedback regarding their experience of the consultation process to date, and to suggest ways they felt may improve Special Charge Scheme consultation in the future; and
- Provide input as to how to proceed with community consultation of the detailed engineering design for the project.
May 2008
The detailed design of this project will now proceed following the outcome of a May 2008 survey of property owners indicated that a minority of owners were opposed to the project proceeding.
The detailed design will be publicly tendered and the process will include an invitation to Reference Panel members to discuss the proposed standards of road works, drainage and traffic management.
It is expected that the design will be complete later in 2008, enabling tendering and construction in 2009.
In an Order dated 29 April 2008, the Victorian Civil and Administrative Tribunal (VCAT) has upheld the application of one property to be excluded from the Scheme, and dismissed the objections of Guy Tuddenham and Others in regard to the merits of the Scheme.
In an earlier 29 June 2007 Order, the Tribunal dismissed the objections raised in relation to the validity (legality) of the Scheme.
At its 22 January 2008 meeting, Council also considered a Notice of Motion regarding Fairhaven and resolved:
- To enable the current VCAT process in relation to the Fairhaven Roads and Drainage Special Charge Scheme to run through to the natural conclusion;
- That prior to undertaking any works Council will consult with the community to determine the level of objection to the current scheme as determined by VCAT; and
- If there is a majority objection from the community, Council will work with the community to consider an alternative scope of works.
