Lorne Stormwater Drainage
Improvements
Background
- Council has commenced a process to undertake improvements to the
drainage in Lorne with an allocation of $100,000 in the Capital Works budget.
Additional funding will be sought from benefiting Property Owners through
Special Charge Schemes in accordance with Council's
Policy for Special Rate or Charge Scheme
- A report prepared by Consulting Engineers SMEC Australia estimates that
stormwater drainage improvements in Lorne will cost $2.7 million. The high
cost of undertaking these works means that a staged approach over a number
of years is necessary. The report identified that flood mitigation works
for sub-catchment known as L3, an area bounded by George, John and Otway
Streets, is of highest priority. Sub-catchments L7 and L8, and L1 and L2, areas covering north Lorne and Lorne east of John Street respectively are next in priority.
Catchment L3
- A Community Reference Panel has assisted Council in reviewing the extent of works in L3 and in developing an equitable cost distribution for this 1st Special Charge Scheme.
- Following Council's December 2006 formal declaration of the Scheme, the Victorian Civil and Administrative Tribunal (VCAT) heard one objection and in April 2007 upheld the Scheme.
- Construction works are underway and is expected to be completed by July 2008.
Catchment L7 and L8
- Bounded by Erskine River and Little Stony Creek (Armistead Street) SMEC Australia has completed a report outlining the proposed work with preliminary cost estimates.
- Council has further developed the project to better define the required scope of works.
- Final design of th drainage systems will be subject to tender.
- Property owners will be provided with details of the proposed Special Charge Scheme in the near future.
Catchment L1 and L2
- East of John Street to eastern and southern township boundary.
- Project development has commenced. Initial correspondence to property owners is expected in the near future.
- Final design of the drainage systems will be subject to tender.
