Water Permits

As of 1 August 2009, Council's system for water permits has changed.

Water permits, for supply of water from Council standpipes, can be obtained from the following offices;

  • Surf Coast Shire, Torquay
  • Winchelsea Post Office, Winchelsea
  • Moriac Post Office, Moriac

Applicant details required when applying for permit – name, address, drivers licence number, vehicle registration, capacity of tank, estimated volume of water and standpipe location.

A $100 bond is payable at the time of issue of the permit and this bond will be forfeited if the standpipe key is not returned by 4pm on the date of issue.

No permits will be issued from the Council Offices in Torquay after 12 noon on weekdays. Key to be returned to council offices by 4pm on date of issued. Conditions may vary at Post Offices.

No EFTPOS accepted for bonds at Council offices. Bonds paid by cheque will be refunded by post within one working week. Conditions may vary at Post Offices.

Maximum penalty for removing water from standpipe without a permit is 10 penalty units.

The following standpipes are located in the Surf Coast Shire.

  1. Stephensons Street, Winchelsea (Behind Football Ground).
  2. Hendy Main Road, Moriac (Approx 500m north of Cape Otway Road).
  3. Dickens Road, Freshwater Creek (Approx 50m west of Anglesea Road).
  4. Camp Road, Anglesea (Just outside township heading towards Alcoa).
  5. Great Ocean Road, Fairhaven (Opposite Lialeeta Road, adjacent to Painkalac Creek).

All water use is to be in line with current Barwon Water restrictions and failure to comply with these restrictions may lead to prosecution. Water restriction details are available at www.barwonwater.vic.gov.au or by contacting Barwon Water on 1300 656 007.
