Surf Coast Shire Council is developing a concept plan for a four-in-one cultural facility and library.

This brand new facility will include four elements; a dedicated Arts Facility, the Australian National Surfing Museum (ANSM), a larger Library and Visitor Information Centre (VIC). A feasibility study in 2020 confirmed the project location of 77 Beach Road Torquay, as well as the four elements to be included in the facility. 

PROJECT UPDATE

Thanks to all those who provided input to the Cultural Facility and Library engagement process. Council listened to the feedback from stakeholders and people in the community and understands the desire to make the Cultural Facility and Library a ground-breaking building for Surf Coast Shire residents and visitors. To make it a reality, Council has decided to deliver the facility in two stages, retaining the overall four-in-one vision delivered over time.

Stage 1 will deliver a new Library, ANSM, VIC and art spaces. Stage 2 will deliver the purpose built theatre and gallery. While stage 1 is in place, the Multi Arts Facility (MAC), located in the sport court will provide a theatre and gallery for the medium term. It is expected Stage 1 will cost $33m and be delivered in 2024 with Stage 2 to cost $21m to be delivered in 2030.

Council has applied for a total of $9m of state government funding to go with Council’s contribution of $8m. Council sees this project as a key advocacy priority and will be working hard to obtain further funding to bring about construction.

NEXT STEPS

Council will finalise a more detailed concept plan and business case in early 2022. Council will continue to seek funding to deliver Stage 1. Council will work with the MAC to upgrade their facilities to make them more dedicated arts spaces so they can better meet the needs of the community for up to a decade.
