 New guidelines at the heart of Winchelsea

Surf Coast Shire Council has adopted Design Guidelines for the Winchelsea Town Centre and Highway so that new commercial buildings will fit in with the town’s country village character.

The guidelines – adopted at Councils July meeting, apply to commercial areas of Winchelsea, and a strip of residentially zoned land on the Princes Highway if a commercial development is proposed.

Next steps

A planning scheme amendment is required to include the guidelines in the Surf Coast Planning Scheme and is expected to commence in 2021.

The guidelines apply to the shopping centre and highway and ensure that the vision for Winchelsea is achieved.

  • Colours
  • Materials
  • Landscaping
  • Roof shape and pitch
  • Architectural elements
  • Location of parking
  • Size
  • Set backs

The commercial areas need to be carefully planned to connect the village to the river, respect the valued village feel, be a ‘good neighbour’ to its heritage buildings and spaces, and provide a comfortable and welcoming place for all.

The draft guidelines were developed with community consultation, which consisted of a series of workshops attended by 46 people and an online survey with 48 responses. Feedback helped explore what the future look and feel of the shopping area should be, considering features such as building heights, building placement, materials and colours and architectural features.
