Freshwater Creek to Connewarre speed review

We are starting to change the speed limits, as per the final report and are expecting to be finished by the end of March.  

The speed changes are:

  • Ghazeepore Road, Mt Duneed Road to Dickens Road - from 100 km/h to 80 km/h
  • Dickins Road, Freshwater Creek to Surf Coast Highway - from 100 km/h to 80 km/h
  • Dans Road, McCanns Road to Winklers Lane - from 100 km/h to 80 km/h
  • McCanns Road, Surf Coast Highway to Dans Road - from 100 km/h to 80 km/h
  • Williams Road, Mt Dunner Road to road end - from 100 km/h to 80 km/h
  • Fischers Road, Minya Lane to road end - from 100 km/h to 80 km/h
  • Charlemont Road, Lower Duneed Road to McCanns Road - from 100 km/h to 80 km/h
  • Winklers Lane, Lower Duneed Road to Dans Road - from 100 km/h to 80 km/h
  • Minya Lane, Blackgate Road to Fishers Road - from 100 km/h to 80 km/h
  • Point Impossible Road, Blackgate Road to road end - from 80 km/h to 60 km/h
  • Bluestone School Road, Barwon Heads Road to Breamlea Road - from 80 km/h to 60 km/h 
  • Blackgate Road, Anglesea Road to road end - from 100 km/h to 80 km/h

In 2024 we conducted an independent review of existing speed zones in the green belt area north of Torquay and south of Lower Duneed Road. The area that was reviewed is bounded by Anglesea Road in the west and Bremlea Road in the east.

Major roads such as the Surf Coast Highway and Anglesea Road were not considered in the review.

How the speed review was conducted

Speed zone reviews are in response to:

  • Changing state policy around rural speed zones.
  • Changes in the type and volume of traffic in the area.
  • Increasing numbers of cyclists, horse riders and other vulnerable road users.
  • Changes to land use north and south of the green belt.

An independent traffic consultant was engaged to review the existing speed zones and recommend changes.

The independent traffic consultant considered the following items when conducting the review:

  • Function of each road in the overall transport network.
  • Topographical, geometric and general conditions of each route.
  • Recent and emerging crash history along the roads in the study.
  • Current state policy in relation to the classification, type and function of the road.
  • The make up of the traffic using the roads in the study, and the break up of road users.
  • Usage and type of access on the roads within the study and any impacts on the overall road network proposed changes will make.
  • Community wellbeing impacts of any proposed changes.
