About our road network

The shire has approximately 1,030 kilometres of sealed (500km) and unsealed (530km) roads.

The roads are classified under three main categories:

1. State highways and tourist roads

These roads are 100% funded and maintained by VicRoads. Any issues related to these roads should be forwarded directly to VicRoads 13 11 70 or www.vicroads.vic.gov.au.

State highways and tourist roads within the Surf Coast Shire are:

  • Princes Highway
  • Surf Coast Highway
  • Great Ocean Road
  • Bells Beach Road (Bones Rd to Jarosite Rd)
  • Bells Boulevarde
  • Bones Road (Bells Blvd to Bells Beach Rd)

2. Arterial roads (main roads)

Used by commercial vehicles and large traffic volumes, these roads are 100% funded and maintained by VicRoads.

Arterial roads within the Surf Coast Shire are

  • Anglesea Road
  • Devon Road
  • Barrabool Road (Merrawarp Road to Devon Rd)
  • Hendy Main Road (Cape Otway Road to Anglesea Road)
  • Barwon Heads Road
  • Inverleigh Winchelsea Road
  • Birregurra Deans Marsh Road
  • Lower Duneed Road
  • Cape Otway Road (Princes Highway to Hendy Main Road)
  • Merrawarp Road
  • Winchelsea Deans Marsh Road
  • Deans Marsh Lorne Road

3. Council managed roads

Municipal roads are funded and maintained by Council, and we keep a list of the Surf Coast municipal roads:

4. The Department of Environment, Land, Water and Planning 

DELWP is responsible for many of the unsealed roads in the State Forest areas.

5. Parks Victoria

Parks Victoria is responsible for many of the unsealed roads in the National and Start Park areas. The parks include;

Angahook-Lorne National Park; Otway National Park; Carlisle State Park; Melba Gully State Park.

6. The Great Ocean Roads Parks Authority

Gorcapa is responsible for many of the sealed and unsealed roads and car parks in the coastal foreshore areas of the Surf Coast Shire.
