Lodge or update your application

There are two ways to lodge your permit application, but before you start we suggest you schedule some time to prepare your application. A well-prepared application can shorten the permit processing and decision time.


Step 1. Prepare your application documents

You will need the following information before you lodge your application:

  • Written description of your proposal
  • Certificate of Title from Landata
  • VicPlan Planning Property Report
  • Fully dimensioned plans at a scale of 1:100:
    • site plans
    • floor plans (as applicable)
    • elevation plans (as applicable)
  • Any supporting documents and images (e.g. reports and photographs) (as applicable)
  • Report of selected materials, colours and finishes (as applicable)
  • Payment of application fee

How to prepare your plans and documents

We’ve developed a number of guides, forms and templates to help you prepare your application.

When required, we may suggest a pre-application meeting to discuss your proposal with one of our planning officers.

Step 2. Check if you are eligible for a VicSmart application

You may be able to apply under VicSmart, a simple and fast planning permit process for straightforward applications. 

Check to see if your proposal is listed on the VicSmart Planning Permit Application form.


Step 3. Lodge your planning application

This is the final stage, which guides you to lodge your application.

Option 1. ePlanning portal

The ePlanning portal is the easiest and quickest way to lodge and manage your planning permit application.

  • To set up an ePlanning account, create a user profile and apply online.
  • If you have an ePlanning account, log in to apply online.

Option 2. Email

Ensure that your application includes all the required information and documents.

Email your application to planningapps@surfcoast.vic.gov.au


What to expect next

Once you've lodged your planning permit application, we will send you an email confirmation, and then allocate a planning officer to your application.

We will then:

  • assess your application
  • ask for any additional information
  • undertake public notification, if required
  • refer your application to authorities or other Council departments
  • review the application and any objections
  • assess it against the planning scheme
  • make a recommendation, which may or may not have to go to a Council meeting for consideration

Update an existing application

If you have applied for a planning permit and a decision has not yet been made, you can apply to amend your proposal with a Section 50 or 57A form.

A fee of 40% of the application fee (or if a new application fee is higher, the difference between the two fees) may be payable.

Check with your planning officer for more information.

Option 1. ePlanning portal

The ePlanning portal is the easiest and quickest way to revise your application under Section 50 or 57A.

  • To set up an ePlanning account, create a user profile and apply online.
  • If you have an ePlanning account, log in to apply:
  • search for your application
  • select ‘Action’ and then ‘Revise’

Option 2. Email

Complete a Request to Amend Application form

Email your application form and all supporting documents to planningapps@surfcoast.vic.gov.au


Other applications

Request a time extension

Your planning permit will state the time frames that any development/use/subdivision must be started and completed. If you need more time you can request an extension.

The fee for this request is as follows:

  • First Request - $350.00
  • Second Request - $400.00
  • Third and Subsequent Requests - $600.00

  • To lodge your application, log into the e-portal, search for your application, right click on action and press Request a Time Extension.
  • To set up an ePlanning account, create a user profile and apply online.
  • If you have an ePlanning account, log in to apply online.

Option 2 – Email

Request an amendment to a planning permit

You may change a planning permit including plans and other documents endorsed under the permit by making an application under Section 72 of the Planning and Environment Act. The changes this type of application can include changing:

  • What the permit allows
  • The land that the permit has been issued to
  • Conditions of the permit
  • Plans including adding additional development

This type of application is subject to a process that is similar to the application for a planning permit.

  • To lodge your amendment, log into the e-portal, search for your application, right click on action and press Amend - Section 72.
  • To set up an ePlanning account, create a user profile and apply online.
  • If you have an ePlanning account, log in to apply online.

Secondary consent

If you want to make changes to the endorsed plans or other documents endorsed under the planning permit your might be be able to do so by requesting a secondary consent approval.

A secondary consent application may be suitable if those changes are not consequential having regard to why the permit was required, the conditions of the permit and the effect on surrouding land.

The fee for this request is $400.00

The ePlanning portal is the easiest and quickest way to apply for a Secondary Consent.

  • To lodge your Secondary Consent, log into the e-portal, search for your application, right click on action and Amend - Secondary Consent.
  • To set up an ePlanning account, create a user profile and apply online.
  • If you have an ePlanning account, log in to apply online.

Option 2 – Email

Submission of plans to comply with permit conditions

If your planning permit requires amended plans to be submitted for approval, you will need to submit the required plans for assessment by the planning officer.

  • To lodge your Plans to Comply, log into the e-portal, search for your application, right click on action and Plans to Comply.
  • To set up an ePlanning account, create a user profile and apply online.
  • If you have an ePlanning account, log in to apply online.

Option 2 – Email

Email your application form and all supporting documents to planningapps@surfcoast.vic.gov.au

Submission of Plans for Approval Form(DOCX, 355KB)

If resubmission of the plans to comply with a condition is required a fee of $350 will be applicable.
