Surf Coast Planning Scheme New Planning Policy Framework
In July 2018 the Minister for Planning approved a state-wide amendment to the Victoria Planning Provisions (VPP) and all Victorian planning schemes to introduce a new Planning Policy Framework (PPF). The PPF is designed to improve the operation of policy and better align state and local policy. It is based on a three-tier structure that integrates state, regional and local planning policy.
While state and regional policy was integrated into the Surf Coast Planning Scheme under the July 2018 amendment, a separate planning scheme amendment was required to translate local planning policy into the New Planning Policy Framework.
The Department of Environment, Land, Water and Planning (DELWP) has now completed the translation of local planning policy and the Minister has approved the new version of the Surf Coast Planning Scheme using his powers under 20(4) of the Planning and Environment Act (preparation and approval of an amendment without exhibition).
The effect of Amendment C136Surf is to replace the Local Planning Policy Framework of the Surf Coast Planning Scheme with a new Municipal Planning Strategy, local policies within the Planning Policy Framework and a selected number of local schedules consistent with the changes made to the Victoria Planning Provisions.
Many “rules” apply to the translation process including word limits. Therefore the Local Planning Policy Framework will look shorter, but enormous effort has been put into retaining important policy and strategies so that nothing important is lost.
