Surf Coast Shire Council is developing a concept plan for a four-in-one cultural facility and library.
This brand new facility will include four elements; a dedicated Arts Facility, the Australian National Surfing Museum (ANSM), a larger Library and Visitor Information Centre (VIC).
A feasibility study in 2020 confirmed the project location of 77 Beach Road Torquay, as well as the four elements to be included in the facility.

As well as seeking community input, we are working closely with identified stakeholders such as members of the arts community, users of these existing facilities, surround businesses and residents, the Geelong Regional Library Corporation, traditional owner groups, tourism and trader groups.
Other technical research, such as a traffic study, site survey, economic considerations and benchmarking other facilities will be undertaken through March to May, to inform this project.
By June we will be able to share a number of site plans with the community and identified stakeholders, to seek your feedback. These plans, along with your feedback, will influence Concept Designs to be presented to Council. We anticipate a Council decision on the preferred concept in September 2021.
