The CORA development is a proposed integrated global sports, tourism and accommodation development at a site in Cape Otway Road, Modewarre.

The proponent is currently preparing documentation in preparation of submission of the planning permit application to the Minister for Planning.

An amendment to the Surf Coast Planning Scheme was approved on 29 October 2020 by the Minister for Planning to facilitate the development in accordance with an approved Comprehensive Development Plan.

The Comprehensive Development Plan has been incorporate into the Planning Scheme and sets out the requirement for future development of the site.

Key elements of the master plan:

  • Conservation Precinct
  • Retail and Tourism Precinct
  • Elite Sports Precinct
  • Accommodation Precinct
  • Farm Precinct

The Comprehensive Development Zone Schedule 3 requires the following:

  • Before a permit is granted, precinct concept plans for each of the precincts must be prepared to the satisfaction of the Minister for Planning.
  • Planning Permits must be generally in accordance with the Comprehensive Development Plan.
  • Planning Permit applications will be submitted to and assessed by the Minister for Planning (or their delegate the Department of Transport and Planning).
  • Planning Permit Applications must include as appropriate the following:
    • A Management Plan
    • Site Planning and Architectural Plans
    • A Design Response Report
    • Landscape and Visual Impact Assessment
    • Landscape Plan
    • Environmental Sustainable Design Assessments
    • Ecological Assessment
    • Flood Impact Assessment
    • Water Sensitive Urban Design Assessment and Management Plan
    • Arborist Report
    • Environmental Site Assessment
    • Acoustic Assessment
    • Construction Management Plan
    • Construction Environmental Management Plan
    • Salinity Impact Report
    • Road Safety Audits
    • Waste Management Plan
    • Integrated Bushfire and Emergency Management Plan
    • Town Planning Report

    The planning scheme provisions expire on 30 September 2025 if Stage 1 works are not commenced before this date. This time may be extended by the Minister for Planning if a request is made before or within 6 months after.

Applications are exempt from advertising, and there will be no further opportunity for public comment. However, any application must be made available by the responsible authority for inspection by any member of the public, usually made available at their office.
